What it means

One of two limits was reached, and the detail says which. With quota_exceeded:public_api_rate, your organisation sent more requests than its rate limit: 50 a second with bursts of 100 by default, counted across all its keys. With Too many failed authentications from this address. Try again later., 30 requests from your IP address failed authentication within a minute, so the address cannot authenticate for 10 minutes. Nothing was processed or charged.

What to do

Wait the Retry-After seconds, then retry. To stay under the rate limit, put many recipients in one bulk or batch request: it counts as one request. If your address was blocked, fix the key before you retry, or the failures start counting again.
